Art Of Saying NO...!!!

Can someone teach me the art of saying NO without actually ruffling other's feathers? Whenever I feel someone is coming hard on bullying me to do something that I am not interested in, I say a NO which happens to be in a blunt manner, else I end up succumbing or giving in to their pressures.

How to decline politely?
